The older models were, but the other end was more fragile. If you went at someone with the wrong rotation, they’d damage the support beam and kill the blade. The newer ones are plasma-based, so you can just make it whatever length you want. Runs on a couple nanobatteries.

Some hobbyists sell what they build, but nah, not much. Not a lot of people in the market for something that can take a limb off in seconds. It's always gonna be specialty.
